SUggestion: every location will most likely have different phone numbers, emails, photos of the building, etc.
So why not add them by the same user and then for each listing add a link to the users listings on the author page, linking like “All our locations”.
[No customisation required]

Maybe we are using it wrong, but the goal is to list companies by service coverage area.

For example some companies cover a city or two, others cover a county or two, and there are even some that cover the whole state. The market we are working with tends to cover larger areas.

So the idea is that the shopper, when the lend on a city page (e.g. San Diego) they see all companies that offer service in their area.

Is there a better way to do this?

One suggestion is to create a multi-select custom field, listing all areas.
The business then can tick all the areas they serve.
Then create an advanced search filter for this, so visitors can search listings that serve their area.
