1) I will be importing all the data via CSV, After I do that, should I enable the claim listing plugin and it will automatically work? or how does the claim listing plugin work? Any documentation ?

You can activate both Prices and Claim add-ons before or after uploading your data.
Once activated, you will get new menu items in GD, which should be self-explanatory.
Let me know when you have more questions.

You do not have to use the claim plugin. But the plugin will allow you to add a listing and then the owner can request to be connected to the listing, so he/she can then update the listing.
