You can see how the selection box and scrollbar drop “below” the frame. Looks like the issue is that there are multiple containers here, some with overflow set to hidden, others to scroll.

Initially used Firebug to change height

    min-height: 550px;

to be able to select,

But I think the actual issue is overflow set to hidden here:

.claimlisting_fields .inner_content_tab_main
