How to change Location Switcher condition ?

    Location switcher stuck on default State & City. I untick the everywhere section in multilocation and default homepage. What i see is switcher shows last level City listings. Can we change the condition on selecting default homepage it will show first State listing only. then user can select City.

    At the moment its passing state and showing City listing. Actually the problem with everywhere is that it loads all listing page which i don’t want.
