In Geotheme the “place detail page content banner” used to show a banner or text right below the listing info. However when using the “Gd detail bottom section” in Geodirectory I found that for instance the text or banner, are placed right above the footer. Is that working as per design intent???

Check this link and scroll down all the way down where you will see the text which I would expect to see right below the listing (text to try the widget tittle and text to try the widget body)

Content is between or next to the sidebars, and the bottom is at the bottom, so it is indeed intended to work like that.
You can move the sections srou in the template: http://docs.wpgeodirectory.com/customizing-geodirectory-templates/
