Is it possible to make this page only present on my navigation when the user is not logged in? Is there a way to make a register button only appear to people not logged in?

However, the ‘activate’ and the ‘register’ tabs on the navigation stay there regardless of whether the user is logged in or not.

Check the screen options in the wordpress menu section, and you will find links you van add for logged in users and non logged in users.
