Is there a way to make multiratings non-mandatory?

For example, if a user fills the overall rating, and only 7 multi-ratings (because the other 3 do not apply to his situation), the submit form forces them to complete all reviews?

Or, another way, is it possible to have a “not applicable” option that does not count toward the average of the particular rating category.
