I either get “FATAL ERROR: CALL TO UNDEFINED FUNCTION GET_ACTUAL_LOCATION_NAME()” or I have seen links to existing entries in GeoDirectory not linking to the proper entry.

Is there a proper upgrade path, or a way to guaranty a successful upgrade?

You will need to update the addons as well. That error in particular is due to an old multilocations addons.
