What you need is to allow the creating of a listing from fronted, inside the geodirecotry settings, and then you need the Prices and Payments addon (here https://wpgeodirectory.com/addons/prices-and-payments/ ), set a Price package with your settings and price, and set the Payment settings to include PayPal
