Setting status of upgraded listings

I'm rebuilding my directory and, for the first time, working with packages which up and downgrade.

I have new listings set to go to pending review. Currently when a listing is upgraded it also goes to pending review. I'd ideally like upgraded listings to remain published but I can't work out if and how I can do this. Does geodirectory see them as new as well? Or am I missing a setting somewhere?

PS In case it's relevant, all my listings are free so they're not waiting on payment

Have a look at the package settings, and set the package to publish instead of pending review.
Or possibly your settings are that listings need to be paid for before they are published, and when a user upgrades a package they have not paid yet.
