User permissions best practices

We have moved to a support ticketing system and our forums are now closed.

    I want to allow the public to quickly add places and moderate the addition. I see a few new users, but no new places…everybody comes in as a subscriber. Do they need to be up’d to “contributor” or editor or something or are they just not completing or giving up before posting I wonder? I have free listings with limited features available, what are your recommendations?

    Only the subscriber role is needed to add listings.
