region search not working

My region search is set for state and city. It works if you search with the full state name and hit the search bar. But if you let it pre-populate to state and region it seems to clear the search box when the search bar is clicked; example: California (region) Search> straight to the 404 error page.

So it works when you type in the state and search; it errors if you type in a few of the letters and click the search box to the state (region) then search.

Not sure what to change or look for? Spreadsheet uploads are consistent
