Is there some setting that would let the url look different

For example: this is how it is currently county_state_federal/california/yuba-city/yuba-sutter-farm-bureau/

Can it display in the browser as: /california/yuba-city/yuba-sutter-farm-bureau/ instead?

I can “live” with it the way it is but just wondering.

You can only delete the country part of the URL [if that is what you mean] if you have a directory for one country only.
