Use only City and Neighbourhood?

Hi, my directory is focused on one country (India) and various cities within that. I dont really need to set or show the regions/states names, as the cities are good enough.

Currently, I am using defualt country, and ‘selected’ regions and cities- so i have selected the regions (states) for each city i add

However, the region is not really adding any value, so can I set both country and region as ‘default” and enter INDIA in both country as well as region? will this cause any issues? – QUESTION 1

I also want only the city, and not the country or region to show in the cpt and location URLs. I selected the option to ‘hide country in the cpt adn location url’ and it gives a 404?

So how can i show only city (and not country, region) in the URL – QUESTION 2
