With the Custom Post Types addon you can link one listing to another

In the case of sponsoring a park, that might be one way to do it.
You could also check out how you can use tags to filter GD Listings. Add “Park Sponsors” tags to those listings and then use GD Listings to show them in the parks page by adding GD Listings to the Description field of the park.
You can also just use the featured field, and then have ‘nearby’ with GD Listings setup to show only featured listings.

GeoDirectory is setup for single author edits and changes are published immediately. A developer should be able to achieve what you are looking for but it is considered a customization that falls outside of support.

You should use a CPT with a price package and use GD listings around the site to showcase the sponsors.
Yes, using widget logic you can do conditional display for widgets.Please post it here also so the developers (different teams) can find it.
