Using old version for this image issue alone, is not a good idea. Let me try to fix this issue.

A developer need both FTP and wordpress admin access to work properly. My only advise is just read the developer’s old forum replies to understand the developer better. Happy clients usually thank him/her in their forum replies. As far as I know, there is no rogue developer available in GeoDirectory jobs section. Because we usually ban such developers.
what happens if the developer messes something up really bad?
You should take back up before giving admin access to people you don’t trust. So if something bad happens you can go back. Otherwise its going to be a headache

Lastly, the list layout is what I aim for. What can be done because it should look ok since the option for list is there…
You can add that as a requirement when you hire a developer. Its just little CSS work. Just explain the developer how you want that list layout.

Estimation time and budget depends on developer’s capability and experience. It usually vary from one developer to another.
If i give estimation, that will be my personal estimation. But it will definitely differ when you hire a developer.

Quick question on this: can it be done to have only the user front end translated? I’d like the wordpress back end in english… should i just remove the translations that i don’t want? Would that do it?
Yes you can translate only user front end.
here after the theme update the widget looks the same (file attached)
looks like you are trying to use list layout. But there is no enough space. So please edit your widget, switch to 2 column layout.

To receive automatic updates, you have to enter username and password.
The screen to enter username/password not available in whoop theme yet. As of now it depends on plugin. So you have to install atleast one GeoDirectory Addon.
