You can achieve that with a membership plugin like s2Member, so you create 2 different users levels: user and “listing owner”.
Then only allow listings to access the Add Listing form.Remove the widget from the Buddypress Sidebar in Appearance > Widgets.
You can add your GD search bar by adding the GD Search widget or shortcode to that page.

The core GD plugin only works for one “city” as used by the Google Map API.

It looks like you de-activated and activate the Claims addon, so your settings were reset to default. Please check.
That should not really happen if you update without de-activating.You did not have “comments” ticked at GD > Custom post types > Place CPT > Supports > Comments.
Look at your GD Home Map widget, and set the subcategory setting to “collapse”.
