Hi,
GD has been implemented in a way that u do not need to import all location initially, instead of this, while adding a new listing (ON add listing page), if user does not find his location then he can add his own location(country , region , city). For this u have to enable multilocation adons.

U may find a plugin which can do this for u or just follow a simple steps.

If u have access to phpmyadmin of ur database, just export user and user_meta table using phpmyadmin from ur current data base. Once u have ur new wordpress up , just drop these two table from ur new database and import the one u exporeted from old database.
