    Was the listing created and paid for using PayPal from the frontend?
    Was there a free first period?
    As soon an expected payment is not received, it should go to draft.

    Post your URL and WP admin details in a private reply together with details of the listing in question if we need to have a look.

    Well i had posted a problem before and that was because i was providing a free trial and no payment had been made previously. I have now removed the free trial and therefore this should now be fixed going forward?

    Only for new listings, yes.
    Your settings look fine for new listings too.
