Add Listing (Place)

Hello
As we build our directory, we want to allow users to add their listing on their own and be approved by us before publishing. In testing this, we click on Add Listing and the login box comes up. Over in my account there is a register tab but it just takes us back to the login box. Can you instruct me on how to properly set this up. I like the idea of registering first but cant seem to get it to work.
