Add Listing – publishing without approval

I have set New listing default status to “Pending” but when I add a new listing from the front-end they are still publishing immediately. I need all listings to go to Pending so they can be admin approved before Publishing live to the site. I have both paid and free options. How can I force all listings through approval system?
