Adding New Venues etc City and Region Issue

Hi I am trying to set up a UK directory to start.
I am based in Plymouth, but the directory is for the UK.
When I add a new listing the Map area Address asks for The Street name etc, every time in Plymouth though it keeps adding the City as plymouth which is correct but then it keeps adding Plymouth for the region, this is not the case as it’s Devon, if I then fill in Devon on the region and click Set Address On Map it goes back to Plymouth for the City and Plymouth for the Region. It’s driving me insane…lol
If I leave it Plymouth Region and Plymouth City when I do the Locator change city to Plymouth it won’t find the added items, but if I do a region Plymouth search it will, but not Devon as it should be.
All other area addresses seem to be correctly adding regions etc.
Can anyone tell me if they are having similar problems.
PLYMOUTH IS SET AS MY DEFAULT CITY, BUT EVEN CHANGING THIS DID NOT WORK.
