I do not understand what is meant by API restrictions over on google apis. They assume you know what they are talking about and I cannot figure out what I am supposed to do. I have the API key and it says I would set restrictions. The options are None, HTTP referrers (web sites), IP addresses (web servers, cron jobs, etc.), Android apps,
    iOS apps.

I do not understand why I would restrict any of them. If I choose HTTP referrers, then there is something else it says I should have. I do not understand any of this.

Your general setup page does not give any instructions outside of here’s where to get an API. Please help.

Restrictions are best set to HTTP referrers, in this format:
    *.mydomain.com/*

If you do not restrict it to your domain then everyone else can use your key and your billing account.

    Thanks
