cannot assign categories to new places

Recently the ability to assign a category to a new place has been removed. There is not category sidebar tool nor a quick edit function. If I go to Posts or Pages they are there, just not in Places.

WordPress 4.8.11

Turning off plugins or changing themes doesn’t resolve the problem.

Visit the Places -> Settings -> Custom fields options

Find the categories field and examine the options, make sure it is set to active. Show the advanced options and check also that the field is not set to Admin only.

If that isn’t it share WP Admin credentials in a private reply so we can check the settings.
