can't add location even middle of the ocean

I want to add locations where middle of the ocean(it has no the region/city).
So, dropped pin in the location in the “add listing” page.
but Multilocation can’t find the region or city.
1. I want that it can find even though pinned anywhere. how can i do?
2. If i cannot do anything about the question 1,
Can I delete Region or City field in “add listing” page included Enable MultiCountries/Regions/Cities?
