Can't Add Location Outside Of Default Location

When I try to add a location (while testing) outside of default location it says that I can only add locations inside that city.

I can seem to find a setting to turn this off.

Hi, to add locations outside the default city, you must install the multilocation addon (aka Geodir Location Manager)
