Can't change city

We are using GD Version 2.0.0.80 and location manager Version 2.0.0.24
WP version 5.3.2 and php 7.3.12

all our doctors are in San Diego except one that is in Ohio.
The doctors Ohio place was set up before I started working on the site, and before we added Location Manager.

I added the city and state, and it did save in GD/Settings/Regions and cities but I can’t get the Ohio doctor page to change. Each time I enter the new info and hit Update the page refreshes with the old, San Diego area info, which is incorrect.

We don’t have any caching plugins installed but do use Godaddy wp hosting. I have cleared that cache several times. We don’t have CPT installed and we are using the OSM map.

I’ll attach a screen shot, can you tell me what I am doing wrong?
