That depends where you are trying to do that.
In the custom fields?
Have you tried changing the custom field label?

Yes I want to do this on Custom Post Type, we have a CPT called ”jobs completed” which include the title (city) job description, address (we want this as meta title) and photos
.

You mean the title for the listing?
Listing titles are changed manually. We don’t provide any settings for auto-naming them.
There are some 3rd party plugins that do auto-naming, but, they may not work with the frontend editor form. This would be a customization.
