Claim Listing requires login

Hi,
When we click “Business Owner” to claim a listing, the visitor is asked to login, instead of being able to claim by submitting name, phone # etc.

Please help me find the setting to NOT require a user to login in order to claim a listing.

We are not using paid/forced upgrades.
