Claim listings only when listings added by admin

Hi,

I was wondering if it would be possible to only show the “Claim Listing”/ “Business Owner?” when the listing is added by the admin?

This is because when a listing will be added by a visitor, he will automatically be also the owner of the listings, so it would be nice to have the option that the listing is automatically verified.

Only listings added by the admin (to populate the website in the beginning) should have the option to be claimed..

Is this possible? Perhaps combined with the CPT?
So when a specific CPT is added this will automatically be verified?
