County needed in directory

Hi Team,
Customization needed on my directory before I populate listings.
I need to include Counties, (singular is called: County) and have it function in the order of things.
Currently you have the directory set for neighborhood, city, region, country.
What I need is: City, County, Region …. Country is not important because this will be a USA directory.
a Neighborhood is not important either because the directory listing will cover more than a city territory.
I am not a programmer and to clarify my request, let me be specific on what I am trying to accomplish.
I want a user in a specific county to see their county page as the home page. And I need specific resources for that county. (added by widgets specific to that county.)
Each state has dozens of counties and some counties in other states may have the same name. A same-county-name in a different state will have its own page, and it would appear based on the Region and County the user is in.
When a user is searching/selecting a category within a specific county home page, the widgets that show for that specific county home page should be available to display on any category page within that county. Each category should also have its own widgets.
