    using the tips in this article I added .geodir_location_tab_container {background: #005c9e;} to the css file but it’s not taking effect.
    Any ideas?

    Try clearing all caches, including booster.
    You also might have to target a bit better:
    #primary-nav .sub-menu .geodir_location_tab_container {
    background: #005c9e;
    }
