For my project I don’t need Google Maps like other business. It should be a portal to find people helping each other in neighborship.

It’s clear, we should know, where they live.

That’s not the most important fact

In the moment I have only a developer mode, and if I need a license I would prefer to switch it off.

What do you recommend?

You can disable maps.
GD – Settings – General – General – Map Settings – Map Api – Disable
