Editing category pages with no listings

I have created new categories, and there are no listings yet in many of them. The individual category pages that have no listings just say “No listings found which match your selection”, and are not editable.

How do you edit those pages that have no listings yet with html or GD shortcodes to display something else, like to entice signups?

There is only one template for these pages: GD > Design > Listings.
You can use the language file to change the “No listings found which match your selection” message to anything else more suitable: https://wpgeodirectory.com/docs/translate-core/
