Because of the new rules coming in about promo mailing i need to start again for my mailing lists. I want to add a plugin to my site which ideally offers the following:

A pop up from the homepage or other page of my choice which asks if they wish to receive newsletters/ site news and can enter and submit their email address. Then these submissions are recorded (date) for my reference and the email addresses are held together in a way that i can export them to excel or something to then create external mailshots.

Does such a thing exist?
