Event info not saving/updating & event setting items missing

Hi! Every time I try and create an event, everything seems to work fine until I try and save the address/location. I type in the address, the map updates. When I save the page, it refreshes and the location information is gone.

The other issue I noticed is that I am unable to add the option that allows a user to submit their own event. I’ve checked numerous threads and found instructions on how to fix this issue but when I look through my settings, those options are not available.
