How can I have featured listing only be first in the State where they are located. For instance I have featured listing in Wisconsin but they show in Iowa also. I would think that this would be the preferred arrangement. Thanks for your help.

Are you talking about the location pages?
Have you ticked “enable location filter” in the Popular Post widget that is returning the listings?
