Force paid listing when "Business Owner" is Yes

When you create a new listing, there is a yes/no option for “Business Owner/Associate?”. If you select Yes, the listing will show Owner Verified Listing.

However, I have set the Claim Listings add-on to “Force an upgrade to complete the claim listing procedure”. So there is either a bug here or the add-on is not working as intended. The expected behavior is that the person submitting the listing will not be able to identify themselves as the Business Owner if they do not choose a paid listing package.

Is there a way to override or fix this? Thank you
