gd-login page only shows login, no create account/register option

For some reason the gd-login page is only showing the login form, there is no create an account register type of option. Is there someplace I need to enable that?

Try switching “On” this option in Settings > General > Membership > Anyone can register http://prntscr.com/f3c7jf
