How to certify location before release?

Is it possible to mark a location as “certified”, “known” or “premium”?
A user should register his location and before I activate it, I would like to assign a “seal of approval” at some locations that I know and which is then displayed at the location.
How could I do that?

Create an “admin only” custom field, and then create a “Badge” using that field.
