Is it possible to allow event creation only to members who have a paid listing?

I need to set my site up so only users with a paid active listing are able to create free event. Is it possible to set this up? Right now if someone registers they will have to pay $X for a listing however anyone can signup and create an event.

My second question is when someone pays for a listing is is possible to update their user role to contributor or author? I would like to allow them to write blog posts if they have an active listing.
