latitude and longitude still needed for csv upload? create cities first?

1) latitude and longitude still needed for csv upload?
When I upload all the new places by csv, with GDv2 do I still need to generate all the latitude and longitude coordinates of every place and upload this data with the csv as well?

Or is it enough to upload just the places with their address and will the latitudes and longitudes be created in GD database automatically?

What is better?

2) Create all cities and regions first before uploading places?
Should I create first all the cities manually, and after that upload the places?
Or will the cities (and regions) be automatically created when I upload all the places by csv?
