List all regions on home page & cities on their region pages?

I am trying to create a hierarchical directory structure for SEO purposes. I have lots of experience customizing WP and I’m sure there’s a way for me to customize GD output to fit my needs, I just need pointing in the right direction.

I have my site set up for a default country (USA), multi regions, and multi cities. I am using the default Places CPT, renamed “Clinics”.

In addition to the map, search bar, featured listings, etc., that are already present on the Supreme Directory location pages, I would like to have the following on the respective location pages:

1. Home page: show a list of all regions (states) in the US, linking to the region’s location page. Ex: “California” links to /location/california/

2. Region location page: show a list of all cities in the region with links to each city location page. Ex: on the California location page, “San Diego” links to /location/california/san-diego/

3. City location page: show a list of ALL listings in the city, linking to each listing page.
