List all States and Cities

Good Day

Is there a way to list all States when clicking the “region” link in the breadcrumb? My site is using the regions parameter for states.

I also want to be able to display when entering a state/region a list of all the cities within that state. Is this possible?

Is there a widget or shortcode to use for this?

I couldn’t figure out if regions / cities are a type of taxonomy or custom field or what they are.

I’ve used the popular locations widget but it does not make a seperation between states/regions and cities it only lists cities and I find no way of listing regions at all.
