Listing Claim Payments

Hi, on my site, louisiana-notary.org, I’m not sure if the payments are working correctly and I’m not sure how to fix.
When I test “claiming” a listing, I force upgrade. But then this takes the purchaser to a cart that is empty. At this point it does have a link that says “pay now” and there are two invoices (not sure why there are two invoices).
I think this is a bit premature and it doesnt seem right or consistent with how I buy other things online.
I’d like to first show the customer what they are purchasing and then force the customer to make the payment before confirming the claim process. Currently, it’s not obvious that they need to take additional steps to pay, and at this point, they think they are done because they have already submitted the claim request.
