Location manager glitch?

We have a problem with our location manager.

This is user action flow:
Step 1: Select a city from the Location switcher in the top menu navigation. This redirects to that location page with 8 listings in Grid View2 on the left, map on the right and the relevant city is displayed in the search bar.

Step 2: We click View All at the bottom of the 8 listings. User is redirected to a Places/Listings Page. The additional listings aren’t being displayed; the city is displayed in the search bar; and pagination is displayed under the search bar.

Step 3: If we click the search icon field we are redirected to a Search page displaying listings with pagination that allows us to click through pages of listings for that location. But we think this last action that takes us away from listings on a listings url page isn’t correct.

How do we display listings for a city without being taken to a Search page? We’re wondering if we have set things up incorrectly. Many thanks for your help!
