I do not see an English language file. To change it in English, which appears to be the default site language, you will need a translation file that matches the version of English in use on the site.

The EN Mo file appears to be empty.

Try recreating it with PoEdit and reload it to your site.

Right, there is one string in there.

OK, so now the last step is to name the file correctly, based on the locale or your site.

It is probably en_CA (or maybe en_US?) I am guessing, but once you check, then name the file with that locale:
