move free/upgrade option off add listing page

Is there a way to move where this notification ‘select package’ (attached) appears? Ideally, I want a user to sign up for the free account and then not until after they claim a listing should they be allowed to upgrade their account. At least if that isn’t possible, can I somehow move this upgrade option elsewhere, ideally so users don’t see the option to upgrade accounts right away.
