Multiple claims conflict

Hi, if 2 members claim for the same listing then (1) admin while approving should ideally get some notification that there are some otherS(S) claims also, so they can review those before finally approving one (2) i approved both the claims for the same listing, and then the listing finally shows with the last approved user, though success mails have gone to both – so its misleading for the first one.
Is there some better way of handling conflicts that you folks have already worked upon?
