new user sign up not working?

Hi, i have ticked the box in the settings to allow new users to sign up but when anybody goes on to the website to sign up as new user they see the following info:
Sign Up Now
New user registration disabled.

(note: A password will be e-mailed to you for future usage.)

How can i sort this out please?
